The action tab is the red button which appears at the top of the dashboard.

It is simply a shortcut link to the add members panel.

Once selected, an add members links appears which redirects you to the add member window as shown below.

From this window, you can add members by filling in the details on the window.

After filling in the  member details, Click on save changes to add the member(s) as shown below.
